The Framework for Stamp Duty is still the Indian Stamp Act, 1899. This Act says that certain documents, for example, Mortgage Deeds, Lease Deeds, and Sale Deeds, need to have Stamps applied before they can be considered legally acceptable. Digital Stamping does not change the Legal Framework; it merely changes the format. Each state in India has their own Stamp Duty rate and Stamp Duty law. Digital Websites like NeSL (National Stamp Duty Services Ltd.) and SHCIL (Stock Holding Corporation of India Limited) have worked with states to include the Stamp Duty laws in their websites. Thus, when a person applies Stamp Duty online, the amount is appropriate, the certificate is presented, and they have legally compliant documents together. As of now, states like Maharashtra, Karnataka, Delhi, and Gujarat are Digitally Stamping property transactions, Powers of Attorney, Title Deeds etc. Other states are coming on board and using Digital Stamping as a tool for transparency, speed, and revenue maximization.

DDigital Stamping, also known as E-Stamping, is the segment of a larger initiative called E-Governance, which is the use of technology to enable governments to provide services to economic citizens efficiently, transparently, and securely. In India, evolving Stamp Duty frameworks—including Digi Locker, E-Sign, and Bharat Net—are forming the basis of the Digital ecosystem required to make Legal and Financial Obligations easier and more secure.

From a psychological perspective, Stamp Duty builds institutional trust. After citizens use a system that works as described, they will surely understand their obligation to comply voluntarily, otherwise the constituencies enforcement cost will be higher, while revenue collection will benefit society and government based on compliance.

Stamp Duty is significant tax revenue for state governments. By digitizing the process, they can minimize leakage, remove fraud, and improve auditability. Every Digital Stamp certificate creates a traceable record allowing them to manage payments, review anomalies, and track compliance.

Furthermore, Digital Stamp Duty systems can be combined with property value databases, land registries and tax portals to allow for ongoing, real-time information to be factored into Stamp Duty calculations. This will result in fairer tax processes and reduce challenges to entitlement.
